WATCHES AND WARNINGS:
- The Government of France has issued a Tropical Storm Warning For Martinique.
- The Government of Barbados has issued a Tropical Storm Warning for Barbados, St. Vincent, and the Grenadines.
- The Government of St. Lucia has issued a Tropical Storm Warning for St. Lucia.
- The Government of Barbados has issued a Tropical Storm Watch for Dominica.
DISCUSSION AND 48-HOUR OUTLOOK: At 1100 AM AST (1500 UTC), the disturbance was centered near latitude 13.1 North, longitude 54.1 West. The system is moving toward the west near 17 mph (28 km/h) and this motion is expected to continue for the next couple of days. On the forecast track, the disturbance should move through the Windward Islands and into the eastern Caribbean Sea on Friday.
Maximum sustained winds are near 35 mph (55 km/h) with higher gusts. The disturbance is expected to become a tropical cyclone later today or tonight, and it could become a tropical storm before reaching the Windward islands.
If the current trends continue, the system will likely become a tropical cyclone later today or tonight. An Air Force Reserve Hurricane Hunter aircraft is scheduled to investigate the disturbance this afternoon. Formation chance through 48 hours...high...80 percent. HAZARDS AFFECTING LAND:
- WIND: Tropical storm conditions are expected to first reach the Lesser Antilles within the warning area by early Friday, making outside preparations difficult or dangerous. Tropical storm conditions are possible in the watch area on Friday.
- RAINFALL: The disturbance is expected to produce rainfall totals of 2 to 4 inches across portions of the Windward Islands from Martinique southward to Grenada. These rains could cause life-threatening flash floods and mudslides.

DISCUSSION ET PRÉVISIONS 48 HEURES: À 11h00 AM (1500 UTC), la perturbation était centrée près de la latitude 13.1 Nord, 54.1 Ouest de longitude. Le système se déplace vers l'ouest à 28 km / h et ce mouvement devrait se poursuivre dans les prochains jours. Sur le track de prévision, la perturbation devrait se déplacer dans les îles du Vent et dans la mer de la Caraïbe orientale vendredi.
Les vents maximums soutenus sont près de 35 mph (55 km / h) avec des rafales plus élevées. La perturbation devrait devenir un cyclone tropical plus tard aujourd'hui ou ce soir, et cela avant d'atteindre les îles du Vent.
Si les tendances actuelles se poursuivent, le système deviendra probablement un cyclone tropical plus tard aujourd'hui ou ce soir. Un avion de l'Armée de l'air "Hurricane Hunter" doit mener explorer cette perturbation cet après-midi.

RISQUES AFFECTANT LES TERRES:
- VENT: les conditions de tempête tropicale devraient d'abord atteindre les Petites Antilles dans la zone d'alerte au tôt vendredi, rendant les préparations extérieures difficiles ou dangereuses. Les conditions de tempête tropicale sont possibles dans la zone de vigilance vendredi.
- RAINFALL: On s'attend à ce que la perturbation produise des totaux de pluie de 2 à 4 pouces à dans certaines parties des îles du vent de la Martinique vers le sud jusqu'à la Grenade. Ces pluies pourraient provoquer des crues soudaines et des coulées de boue potentiellement dangereuses.
